ጥር 04/04/2018 አዲስ አበባ ከተማ ምክር ቤት የመንግስት ዋና ተጠሪ ፣ ለምክር ቤቱ ተጠሪ ከሆኑ ተቋማት ጋር የ2018 በጀት ዓመት የ6 ወራት የእቅድ አፈጻጸም ግምገማ አካሄደ።
በመድረኩ ላይ ሁሉም ተጠሪ ተቋማት የስድስት ወር እቅድ አፈጻጸማቸውን ያቀረቡ ሲሆን በተለይም እንደ ዋና ኦዲተር መ/ቤት ሪፎርም ያደረጉ ተቋማት ሪፎርሙ ያመጣው ለውጥና ተግዳሮቶችን ላይ በአገልግሎት አሰጣጥ፣ በመልካም አስተዳደር ፤ሙስናን ከመከላከል አኳያ እና ከሌብነትና ከብልሹ አሠራር አንፃር በከተማዋ ለታየው የልማት ስራ ስኬት ተቋማቱ ስላበረከቱት ድርሻ ሰፊ ውይይት ተደርጓል።
የውይይት መድረኩን የመሩት የምክር ቤቱ የመንግስት ዋና ተጠሪ የተከበሩ ዶ/ር ማሾ ኦላና፤ ተጠሪ ተቋማቱ በበጀት ዓመቱ የመጀመሪያ አጋማሽ የታቀዱ ስራዎችን ብቻ ሳይሆን፣ ከዚያም በላይ የሆኑ ተግባራትን በፍጥነትና በጥራት ማከናወናቸው ተስፋ ሰጪ መሆኑን ገልጸዋል።
አክለውም ተቋማቱ እርስ በእርስና ከሌሎች አካላት ጋር በቅንጅት በመስራታቸው ተጨባጭ ለውጥ መመዝገቡን ተናግረዋል፤ በተጨማሪም የላቀ የቴክኖሎጂ አጠቃቀምን በማረጋገጥ ረገድ ተስፋ ሰጪ ውጤቶች መመዝገባቸውንም ጭምር ገልፀዋል።
የመንግስት ዋና ተጠረው፤ በተጨማሪም የተጀመሩ የሪፎርም ስራዎችን ማጠናከር፣ የህጎችን ተፈጻሚነት በኦዲት መፈተሽ እና የህዝብና የመንግስት ሀብት በግልጽነትና በተጠያቂነት መመራቱን ማረጋገጥ እንደሚገባ አቅጣጫ አሰቀምጠዋል።
የመንግስት ዋና ተጠሪ ዶ/ር ማሾ ኦላና አክለውም፣ በባለፈው በጀት ዓመት የታዩ መልካም አፈጻጸሞችን በማስቀጠልና ውስንነቶችን በመለየት ተቋማዊ ጥንካሬን መገንባት እንደሚገባ አሳስበዋል።

ለሁለተኛ ዙር የክዋኔ ኦዲት ስልጠና የሰጡት የአዲስ አበባ ከተማ ዋና ኦዲት መስሪያ ቤት የክዋኔ ኦዲት ማናጀር የሆኑት አቶ መስፍን ውቤ እንዳሉት የአፈጻጸም/ክዋኔ ኦዲት አንድ ተቋም ግቡን ለማሳካት ሀብቱን እንዴት በብቃት እንደሚጠቀም የሚመረምር ገለልተኛ፣ ተጨባጭ እና አስተማማኝ ግምገማ በማድረግ ኢኮኖሚያዊ ቅልጥፍናና ውጤታማነትን በመገምገም፣ መሻሻል ያለባቸውን ቦታዎች በመለየት ለተቋማት የላቀ አፈፃፀም ምክረ ሃሳብ በማቅረብ በትኩረት የሚሰራ ነው ብለዋል።

አቶ መስፍን አክለው የክዋኔ ኦዲት በዋናነት በሶስት የ”E” መርሆዎች፤ Economy/ቁጠባ Efficiency/ብቃት Effectiveness/ውጤታማነትን አጣምሮ የያዘ መሆኑን ጠቅሰው የክዋኔ ኦዲት በመንግስት ሴክተር ተቋማት ውስጥ ለተሻሻለ ኢኮኖሚ፣ ቅልጥፍና እና ውጤታማነት አስተዋፅኦ በማድረግ፤ ለመልካም አስተዳደር፣ ለተጠያቂነት እና ለግልጽኝነት አሰራር የበኩሉን አስተዋጽኦ ማድረግን ዓላማ ያደረገ የኦዲት ዘርፍ ነው ብለዋል፡፡

በመሆኑም የማጭበርበር ተግባራት በሀገር ኢኮኖሚ ላይ የሚያስከትለውን ጉዳት ለማስቀረት በእውቀትና በክህሎት የሚመራ ኦዲተር ማፍራት ወሳኝ ሚና ያለው በመሆኑ የአዲስ አበባ ከተማ ዋና ኦዲተር መስሪያ ቤት ከከተማ አስተዳደሩ ለተውጣጡ የተመረጡ የውስጥ ኦዲተሮች ስለ ማጭበርበር/ ፍራውድ ተግባራት በሶስት ዙር የግንዛቤ ማስጨበጫ ስልጠና እየሰጠ ይገኛል።

የአዲ አበባ ከተማ ዋና ኦዲተር አመንቴ መቻሉ ለሰልጣኞች ባስተላለፉት መልዕ እንዳሉት ተቋማት በአሰራራቸው ቀልጣፋና ፍትሀዊ አገልግሎት ከመስጠት ይልቅ በሙስናና ብልሹ አሰራር ምክንያት ተገልጋዩንና ህብረተሰቡን በአግባቡ ማገልገል ካልቻሉ ህብረተሰቡ በተቋሙ ብሎም በመንግስት አመኔታ ሊያጣ ይችላል ይህ እንዳይሆን ግን የሚሰሩ የሙስናና ብልሹ አሰራሮችን ቀድሞ የመቆጣጠርና ተፈፅሞ ሲገኝም ተገቢ ማስተከካከያ እንዲሰጥ ለማድረግ የኦዲተሩ ሚና የላቀ ነው ብለዋል።

ዋና ኦዲተሩ አክለው ሙስናና ብልሹ አሰራር የሀገር ኢኮኖሚን በእጅጉ የሚጎዳ መሆኑን ጠቅሰው በተቋማት ውስጥ ያሉ ሁሉም የውስጥ ኦዲተሮች በያገባኛል ስሜት የሚባክነውን ውስን የመንግስት እና የህዝብ ሀብትን ከብክነትና ብልሹ አሰራር ለመታደግ የበኩላቸውን እንዲወጡ ጥሪያቸውን አስተላልፈዋል፡፡

የአዲስ አበባ ከተማ ዋና ኦዲተር አምንቴ መቻሉ በመርሀ-ግብ ባስተላለፉት መልዕክት እንዳሉት የፌዴሬሽን ምክር ቤት ሚያዝያ 21 ቀን 1998 ዓ.ም ባካሔደው ሁለተኛ መደበኛ ስብሰባው ላይ የኤፌዴሪ ህገ መንግስት የፀደቀበትን ህዳር 29 ቀን የኢትዮጵያ ብሔሮች፤ ብሔረሰቦችና ህዝቦች ቀን ተብሎ በአገር አቀፍ ደረጃ እንዲከበር ሲወስን የውሳኔው ዓላማ የኢትዮጵያ ህዝቦች መክረውና ፈቅደው ያጸደቁት ህገ-መንግስት ያስገኘላቸውን ጥቅሞች እንዲያስቧቸው መብቶችና ነጻነቶቻቸውን ጠብቀው ማቆየት ብቻ ሳይሆን እርስ በእርስ የሚተዋወቁበት ባህላቸውን፣ ቋንቋቸውንና ልምዳቸውን የሚያካፍሉበት፤አገራዊ ጉዳዮች ላይ የሚወያዩበት፤ የጋራ እምነቶቻቸውንና ተስፋቸውን የሚጋሩበትን ሁኔታ ለመፍጠር ነው ብለዋል፡፡

ዋና ኦዲተር አምንቴ መቻሉ አክለው የብሔሮች፣ ብሄረሰቦችና ህዝቦች ቀን በ1999 ዓ.ም በፌዴሬሽን ምክር ቤት አዘጋጅነት ”ሕገ-መንግስታዊ ቃል ኪዳን የአብሮነታችን መገለጫ ነው” በሚል መሪቃል በአዲስ አበባ ከተማ የተከበረ ሲሆን ይህም ላለፉት 19 ዓመታት በተከታታይ በተለያዩ ኩነቶች ሲከበር መቆየቱን ገልፀው 20ኛው የኢትዮጵያ ብሔር ብሔረሰቦችና ህዝቦች ቀን በዓል “ዲሞክራሲያዊ መግባባት ለሕብረ ብሄራዊ አንድነት” በሚል መሪ ቃል ሂዳር 29 ቀን 2018 ዓ.ም በማዕከላዊ ኢትዮጵያ ክልላዊ መንግስት የሚከበር መሆኑን ጠቅሰው የአዲስ አበባ ከተማ ዋና ኦዲተር መስሪያ ቤትም ከዚህ በመነሳት ይህን ህገ-መንግስታዊ ዋስትና የተረጋገጠበት የብሔር ብሔረሰቦችና ህዝቦች ቀን ቀን በተለያዩ ዝግጅቶች እያከበረ ይገኛል ብለዋል፡፡

ለተሳታፊዎች የመወያያ ሰነድ ያቀረቡት የኮልፌ ክ/ከተማ የብሊክ ሰርቪስና ሰው ሀብት ልማት ት/ቤት የማስፈፀም የአቅም ግንባታ ስራዎች አስተባሪ አቶ ፍቃዱ ቀቀባ አስተባባሪ እንዳሉት የኢትዮጵያ ብሔሮች፣ ብሔረሰቦችና ሕዝቦች መብት መከበር ሕገ መንግሥታዊ ዋስትና ያረጋገጠው የኢፌዲሪ ሕገ-መንግሥት የጸደቀበትን ቀን ህዳር 29 በየዓመቱ በተለያዩ ሁነቶች ላለፉት 19 ዓመታት ሲከበር መቆየቱን አስታውሰው በዚህ አመት “ዴሞክራሲያዊ መግባባት ለኅብረ ብሔራዊ አንድነት” በሚል መሪ ቃል ለ20ኛ ግዜ የሚከበረው የኢትዮጵያ ብሔሮች፣ ብሔረሰቦችና ሕዝቦች ቀን በዓል ሲከበር በአገራችን ዴሞክራሲያዊ ፌዴራላዊ ሥርዐት ማእቀፍ የተገነባ ኅብረ ብሔራዊ አንድነት ሥር እንዲሰድና እንዲዳብር ማደረግን አላማ ያደረገ ነው ብለዋል፡፡

አለማቀፍ የፀረ-ሙስና ቀን ተከበረ!

የአዲስ አበባ ከተማ ዋና ኦዲተር መስሪያ ቤት «ትውልድን በሥነ-ምግባር፤ ተቋምን በአሰራር!» በሚል መሪ ቃል በዓለም ለ22ኛ ጊዜ በሀገራችን ለ21 ጊዜ የሚከበረውን የፀረ-ሙስና ቀንን ምክንያት በማድረግ የግንዛቤ ማስጨበጫ መድረክ አካሂዷል።

የአዲስ አበባ ከተማ ዋና ኦዲተር አመንቴ መቻሉ ባስተላለፉት መልክት ተቋማችን ከሁሉም በላይ በሙስና ጉዳይ ተልእኮ ወስደን በተደራጀና ተቋማዊ አሰራር በሆነ ሁኔታ ሙስናንና ብልሹ አሰራርን መከላከል እንደ ሀገር ደግሞ አዋጆች ደንቦች ወጥተዋል ይህን መሰረት አድርገን እንደ አንድ የኦዲት ባለሙያ ሙስናን መከላከል ብቻ ሳይሆን በሙስናና ብልሹ አሰራር የባከነን የመንግስትና የህዝብ ሀብት ማስመለስ ይገባል ብለዋል።

ዋና ኦዲተር አመንቴ መቻሉ አክለው በመስሪያ ቤቱ ሙስናንና ብልሹ አሰራርን ለመታገል አደረጃጀትና አንድ የስራ ክፍል ፈጥሮ በተግባር በፀረ ሙስናና ብልሹ ከሰራር ትግል ውስጥ መሆኑን በመግለፅ ሁሉም ሰራተኞች ለዛሬ ሳይሆን ለነገው ትውልድ ከሙስናንና ብልሹ አሰራር የፃዳች ሀገር ለማስረከብ ሚናውን ሊወጣ ይገባል ብለዋል።

አዲስ አበባ ከተማ አስተዳደር ፍትህ ቢሮ የሕግ ረቂቅ ምርምር እና ጥናት ዳይሬክቶሬት ዳይሬክተር አቶ ጀማል ሳላህ ሙስና ማለት በግል ወይም በቡድን፣ በፖለቲካ መሪዎች ወይም በቢሮክራቶች ስልጣንና ሀላፊነትን መከታ በማድረግ የህዝብን ጥቅምና ፍላጎት ለግል ጥቅም የማዋል ኢ-ስነምግባርዊ ድርጊት ሲሆን ሀገራችን ኢትዮጵያ ይህንና መሰል ችግሮችን ለመቅረፍ አለም አቀፍና አህጉራዊ የፀረ-ሙስና ኮንቬንሽኖችን የተቀበለችና በርካታ እርምጃዎች እየወሰደች ትገኛለች እንደምትገኝ ጠቅሰው የስልጠናው ተሳታፊዎች የሙስና ወንጀልን ከመፈጸም በመቆጠብ ሌሎች እንዳይፈጽሙ ለማድረግ የበኩላቸውን ሚና ሊወጡ ይገባል ብለዋል።
